Before the ATI graphics card will work you need to resolve the issue causing the yellow exclamation mark next to the Intel PCI-E component. Open it and find out what error code is present. Then post that information on here. Then we may be able to help you with this.

lmao at the driver date. Seriously though, that may be indicative of the problem. Have you tried a different chipset driver package?

Latest Intel INF update

Are there any other devices with either an exclamation mark or red cross next to them?

Try uninstalling the device via device manager and then scan the system for hardware changes (again through device manager). It may resolve the resource conflict.

Have a look at this thread. Ernie got his F3Sr up and running with XP without any major issues. Maybe there is something in the thread you may have missed while setting up yours:

When I installed XP (SP3) I followed the installation order as defined in other post EXCEPT for the VGA.

Here is the route I took for this. (I hope I have remembered it correctly)

Install everything in order shown but when it comes to the VGA DO-NOT install this.

After the computer has restarted after the installation of the Intel.inf etc DO_NOT allow the computer to set the desktop. Keep it at the default installation desktop resolution.

Instead run your downloaded ATI drivers software package  (latest version available to you) and let it un-pack its self to C:\ATI\Support. (or what ever you drive is)
DO NOT REBOOT at this time.

Next run the modder as instructed and then go to DEVICE MANAGER and update \ install drivers for the PCI device by directing it to go to the ATI folder. This should then install you graphics card. Re-boot your computer nad everything should be OK.

But remember to make a full back-up of your OS (Acronis \ Ghost etc) image preferable) before doing this to avoid any neew problems being creared.

Shalola please forgive me for grabing your post for my following rant.

I am seriously Pi***d off. My default browser is Opera but to be able to use the forums here (post and reply) I MUST use either FF or IE. This I do not like. Opera is my browser of choice, MY CHOICE! and I do not like others telling me that I must use their choice. For this reason I will more than likely refrain from posting in these forums! (Rant over)

Shaola
Try the following:
1)    Go here to download latest ATI drivers\software  http://game.amd.com/us-en/drivers_catalyst.aspx?p=xp/radeonx-xp
Select the full download (first choice)

Download the modder software from here http://www.driverheaven.net/modtool.php
Print out the instruction they give as it will be clearer than mine.

Now to installation
Try doing the following in SAFE MODE! for cleaner uninstall.
2)
    a)    Go to ADD\REMOVE programs and remove all ATI software.
    b)   Go to device manager and remove ALL instances of the graphics device.
    c)   Boot back into windows.
DO NOT ALLOW COMPUTER TO SET YOUR DESKTOP SIZE WHEN IT RE-FINDS THE GRAPHICS CARD!

3)
    a)   Now (re)-install the ATI software
Only UNPACK THE SOFTWARE to your root drive (C:\ if this is your drive)
DO NOT allow PC to fully install or reboot at this time.
    b)   Run the modder tool as instructed. (When you run it direct it to look in\at
          C:\ATI\SUPPRORT\....)
    c)   After the modder has done its job reboot the PC and oyu should have your Graphics     working correctly
