I purchased a logitech notebook wireless mouse, and the touch pad stopped working.  I can use the mouse, but I can't get the touch pad to work.  I tried reinstalling the drivers for the touchpad, but windows doesn't even recognize the pad.  Does this mean the touch pad is broken?

Maybe.

You can try booting your system with a Linux flavor (ubuntu live cd for example). If the touchpad doesn't work, might be hardware malfunction. If work, try pressing the button near the power button ;-), o reinstalling windows.

Go to start >control panel > printers and other hardware > mouse
In touchpad uncheck the box "disconect touchpad if other pointing device is conected" aply and ok.
It should solve your problem.
Also press FN+F9 it should activate and desactivate the touchpad.
