Make sure to download the newest Virtual Cam version from here:
http://support.asus.com/download/download.aspx?model=M70Vm

I haven't messed with this feature much yet, so I'm sorry that I can't help you much further.  I did open the program from the Start Menu, so perhaps you could open it from there and have some success.

I was also wondering what that utility (and others) were supposed to do. I found a description at the web page below that says:
Virtual Camera

Multi-Window Video Conferencing
Live video conference with up to 4 contacts worldwide simultaneously! The ASUS virtual camera feature allows multi-window net meeting with customization of resolution, filter & frames according to personal preference!

This was taken from:
http://www.asus.com/999/html/share/5/icon/mobentain/index.htm

The page offers little descriptions about several of the obscurely named and relatively undocumented ASUS programs and utilities. It helped me decide what programs I did and didn't want when I wiped my new laptop and put a fresh install (minus the bloatware) in place.

I guess you did not install the software properly. Try reinstall it to fix. I used to use such kind of virtual camera software a lot and asus's works as good as maigcamera virtual camera.(http://shiningmorning.com)
