In bios system agent config did you try primary set PCIE?
Using DVI port on vidcard to DVI on monitor?
Your vidcard may be not detectable with current bios - which one you on?

What exact PSU you using?

well, you are going to have to go out or online and buy a DVI cable and try it.

Did you attempt loading AMD 8-2012 drivers when in onboard video and AUTO mode in bios and No cable plugged in vidcard?

How old is the PSU? You will def have to test with another, somehow, someway. Onboard video needs little juice.
You need a PSU that has SINGLE +12V rail

yes sir,i tried dvi cable now,it didn't work..and i knew that because the system didn't boot at all,if not i could hear the hard disk working. I also tried your second solution, the sytem didn't boot also in AUTO mode. in devices manager i desactived the onboard card,it detect the hd 5700 card but catalyst say that no drivers please reinstall..so i did driver sweeper and reinstall all(drivers from official website 12.8 and others)..the same error message. for the sound i tried listed solutions, but nothing. now i'm wondering if the MOBO burned the graphic card!!

I always keep spare junky components around just for testing.
$40 vidcard, about a dozen PSU from cases, DDR3 1066 RAM sticks, $10 wired mouse, $10 wired KB etc.

Try the other PCIe slot

At this point you are going to have to try this vidcard in another PC or another card in this PC

Its a shame this mobo doesnt have a VGA red led
What Heat sink are you using?
Just for giggles, try setting NB PCIE config in bios graphics config to Gen 1 for ea slot
